In a saucepan, combine oil, garlic chopped onion, oregano, ginger, chile peppers and saute lightly. Stir in tomato puree, salt, cayenne, sugar, rum and lime juice. Cook slowly for 5 minutes. Then add tomatoes. Simmer for 5 minutes. Remove from heat and transfer to a glass bowl. Fold in cilantro. Allow to cool to room temperature and then refrigerate. Serve chilled.
