Boil potatoes until soft, let cool, peel and put through a ricer. Set aside. In food processor, blend shallots, garlic, nutmeg, salt and pepper to form a paste. Mix the paste in a bowl with the beef, one half of the eggs, potatoes and flour. Divide mixture into 6 pieces and shape into ovals. Dip each oval into the remaining egg and fry in oil until brown on all sides about 5 minutes. Drain on paper towels and serve.
