Boil cauliflour for 4 minutes, drain and set aside. Saute onion and garlic in oil for 3 minutes. add meat, saute 3 minutes, add tomato paste, cauliflower, green pepper, tomatoes, red pepper flakes, dill, parsley, stock, salt and pepper, boil, reduce heat, cover, simmer 45 minutes. stir in lemon juice, and seve over rice.
