Saute onions, sugar, salt and pepper in oil, for 5 minutes. Add lemon juice and cook until oniosn are well browned, about 10 minutes. Add rice and orzo, simmer 2 minutes, add tomatoes, lentils, chick peas, cumin and red pepper, simmer 2 minutes, add stock, cover and simmer 20 minutes, stir in parsley, remove from heat and serve.
