Puree garlic, serranos, thai chiles and shrimp paste in a blender. Saute paste in oil for 1 minutes. Add fava beans and saute for 1 minute. Add shrimp and saute until they turn pink. Add lime juice, sugar, fish sauce, bay leaves and jalapeno. Saute for 1 minute. Remove bay leaves and discard. Serve over rice.
