Saute onion and pepper in oil for 10 minutes. Add arrowroot and saute for 1 minute. Add tomatoes, garlic, salt and habanero. Bring to a boil, reduce heat, and simmer for 20 minutes. Add stock, wine, thyme and oregano. Boil and add the fish. Reduce heat to low, cover, simmer for 5 minutes. Add shrimp, cover and simmer for 2 minutes. Remove from heat and stir in cilantro. Serve over rice.
