Saute meat until browned. Add onions and garlic. Saute for 5 minutes. Add wine and simmer for 2 minutes. Add tomatoes and bring to a boil. Add bay leaf, oregano, sage, rosemary, basil, tomato paste, hot pepper, beans, salt and pepper. Simmer for 10 minutes. Discard bay leaf and add pasta. Sprinkle with parsley and serve.
