Mix garlic, oregano, salt, vinegar, and oil together. Rub into meat. Marinate for 1 hour. Heat a soup pan and saute the meat until well browned on all sides. Add potatoes, carrots, onions, bay leaves and both peppers. Saute for 10 minutes. Add tomato sauce and broth. Bring to a boil, cover, reduce heat and simmer for 1 hour. Add olive and corn. Simmer for 15 more minutes. Season with salt and pepper and serve with a bowl of rice.
