Place everything but the rice and oil into a blender. Cover and blend 30 seconds. Strain, reserving the liquid. Cook and stir the rice in oil over medium heat until rice is well coated, about 1 minutes. Pour the reserved liquid over rice. Heat the rice mixture to boiling, reduce heat, cover and simmer 14 minutes. Remove from heat heat, fluff, and cover and steam 5-10 minutes. Serve.
