Combine oil and flour and saute until dark brown in color about 25 minutes. Add onions, peppers, celery, salt and cayenne. Saute 5 minutes. Add sausage and saute for 5 minutes. Add broth and bring to a boil. Reduce heat and simmer for 45 minutes. Add turkey and simmer for 15 minutes. Remove from heat, stir in parsley and green onions. Serve in soup bowls, half full of rice.
