Saute scallions, bell pepper, jalapenos, garlic and ginger in both oils for 3 minutes. Add shrimp and continue to cook for 3 minutes. Remove from skillet and set aside. Add rice and saute for 4 minutes. Add bean sprouts and saute for 1 minute. Stir in eggs and cook until eggs have set. Add the shrimp mixture. Season with soy sauce and hot sauce. Reheat and serve sprinkled with cilantro.
