Soak the beans. In sauce pan combine bens and 2 cups of cold water, bring to simmer and cook covered for 2 hour until tender. Add water if needed. Saute onion, garlic and pepper until done. Add tomatoes and cook until mixture is smooth. add salt and pepper. Drain the beans and add to pan. Add the rice and 2 cups of water. Cover and cook entire mixture until rice is done.
