Mix shrimp, onion, garlic, and parsley. Sift the flour, baking powder, salt, pepper and paprika into a bowl. Add the sherry and enough water to make a creamy batter. Stir in the shrimp mixture. Heat the oil in wide pan and fry spoonfuls of the mixture until crisp and golden. Remove with a skimmer and drain on paper towels. Serve hot.
