Mix meat, parsley, salt, pepper, cayenne, bread and onions together. Form into 8 patties. Dredge patties in flour then dip in egg. Heat oil in skillet and brown over moderate heat for 3 minutes per side. Drain on paper towels. Heat oil in skillet and fry garlic over moderate heat for 1 minute. Add tomato paste, cayenne, and water. Bring to a boil and cook for 15 minutes. Add patties and simmer until all the sauce has evaporated about 15 minutes.
