Saute meat and onion until well browned. Add potatoes and carrots. Fry until potatoes turn a golden brown. Add salt and spices. Mix well. Add tomatoes and mix well. Pour into a greased 9x13 inch baking dish. Bake in a preheated 400 degree oven for 1 hour. Beat eggs and add salt. Gradually add flour until the mixture is thick but not a dough. Add enough milk to make a batter that is easily poured over the mousaka. Return to the oven and bake until the top sets.
