Saute onion in oil until brown. Add lentils, tomato paste and 3 cups water. Boil, lower heat and add bulgur. Simmer for 25 minutes. Add scallions, red pepper, cumin, mint and parsley. Season with salt and pepper. Cool for 15 minutes. Form mixture into patties and serve or reheat first. Can be served like hamburgers or with a yogurt garlic sauce.
