Saute shallots in oil for 3 minutes. Add garlic and saute for 1 minute. Add dried chile pieces and saute for 1 minute. Add onion and saute for 2 minutes. Add jalapenos and saute for 2 minutes. Add tamarind juice, fish sauce, hot sauce and palm sugar. Bring to a boil. Add shrimp and simmer until the shrimp are done about 4 minutes. Sprinkle with jalapeno, scallions and cilantro. Serve over rice.
