Combine in skillet olive oil, garlic, onion, tomato, cilantro, cumin, oregano, saffron, paprika, pepper, cayenne, salt and lemon juice. Saute until onions are soft. Add crab and saute for 2 minutes. Add rice and saute until it becomes glazed. Add boiling water. Cover pot and cook for 10 minutes. Uncover, fold mixture from bottom to top. sprinkle the wine over the rice. Place strips of roasted pepper on top of rice and cook for 6 minutes. Be sure the rice is done and serve.
