combine seasoning mix in small bowl. sprinkle scalloped meat with 3 tabelspoons of mix. rub in well. heat oil in 5 quart pan, brown steak for 7 minutes. add onions, saute for 4 minutes. add fruit juices, flour , garlic, vinegar and remaining seasoning mix. scrape the bottom of the pan and cook for 4 more minutes. add 1 cup stock, scrape the brown bits off the bottom of pan. stir occasionally, cook for 6 minutes. add remaining stock, scrape and cilantro, cover and reduce heat to low. simmer, stirring occasionally for 20 minutes. serve hot.
