Put Onion, Garlic, Tomatoes, Chile, Achiote, Peppercorns And Bell Pepper In A Skillet And Fry For 10 Minutes. Process This To A Smooth Paste With 1 Cup Water. Put Turkey, Remaining Water And Salt In A Large Pan And Bring To A Boil Over Moderate Heat. Add Sauce, Mint, Cilantro And Garlic. Simmer For 1 Hour. Serve With Tortillas.
