In large pot, bring meat and stock to boil. Cover, reduce heat, simmer 1 hour. remove and shred meat, keep stock warm Melt butter in skillet Saute onions 10 minutes. Add flour, stir 1 minute, add 1/2 cup stock, stir until smooth. Add toamto paste and tomatoes, whisk together and add back into stockpot. Add rice, simmer covered 10 minutes. Add remaining ingredients except fresh herbs. Simmer 15 minutes. Add fresh herbs, heat through and serve.
