saute onion, garlic and pepper in oil for 4 minutes. add rice and stir until coated in oil. add seasonings. stir over medium heat for 2 minutes. Add boiling water. As soon as water returns to a boil, add remaining vegetables. Cover and gently simmer for 45 minutes or until rice is tender. Immediatly before serving, saute nuts in oil until toasted and sprinkle over biryani.
