Season beef with salt and pepper. Coat in flour and fry in the oil until brown on all sides. Remove and keep warm. Fry bacon, garlic and onion until the onion is soft, then return beef to pot and add stock and spices. Bring to boil, reduce heat and simmer for 2 hours. Add peas in last 15 minutes of cooking time. Discard whole spices, Add orange juice, parsley and mint. Simmer for 4 more minutes. Serve. Mixture should be mostly dry.
