In deep saucepan, heat the oil and deep fry the wonton wrappers until crisp and flat. In large bowl, stir together, basil, peppers and corn. Season with salt and pepper. Stir chives into mayonaisse and olive mixture. To assemble, place a spoonful of chive mayo on a plate, top with a wonton wrapper, a spoonful of pepper mixture, a spoonful of crab mixture and a sprig of watercress. Repeat twice more ending in a wonton wrapper. Drizzle with olive oil and serve.
