Combine Potatoes, Garlic, Chives, Wine, Vinegar, Basil, Salt And Pepper In A Saucepan. Bring To A Boil And Simmer For 15 Minutes. Remove Potatoes And Keep Warm. Simmer Sauce For Another 10 Minutes Until Reduced To Half. Add Mustard And Basil To The Sauce. Simmer For 5 Minutes. Spoon Sauce Over Potatoes And Serve.
