Saute Beef In Oil Until Well Browned About 15 Minutes. Add Onions, Saute For 5 Minutes. Add Tomatoes, Salt, Pepper, Garlic, Paprika And Bay Leaf. Stir In Broth. Cover And Simmer For 1 Hour. Remove 1/4 Cup Beef Broth, Stir Together With Flour And Add Back To The Pot. Simmer For 10 Minutes. Add Wine, Simmer For 10 Minutes. Serve Over Potatoes.
