Saute onion in oil until golden. Add meat, salt, pepper and saffron. Simmer for 10 minutes. Add 2 cups of water, bring to a boil. Add parsley, cilantro, mint and dill. Cover and simmer for 15 minutes. Add rice and cover by 1-inch of water. Cover and bring to a boil. Lower heat and simmer for 20 minutes. Remove from heat, stir well and let stand for 5 minutes.
