Season beef with salt, pepper, cayenne and garlic powder and refrigerate overnight. Roll meat in flour. Saute in very hot oil. Brown on both sides. Add tomaotes, bell pepper, onion. Saute covered 5 minutes. Add broth, water and thyme. Boil, reduce heat, simmer 30 minutes. Add parsley, green onions and simmer 1 hour. Serve over rice.
