Roasted peppers and chop. In food processor, grind peppers and water to a paste. Set aside. Pound walnuts with garlic. Stir in bread crumbs and jalapenos. Continue mixing until all ingredients are finely crushed and well mixed. Add in pepper paste and olive oil. Season with cumin, red pepper flakes, and lemon juice. The whole dish can be made in the food processor if desired. Let stand in refrigerator overnight to allow flavors to blend. Serve on pita points or crackers.
