Marinate beef in fish sauce for 20 minutes. Saute garlic, jalapeno, onion and galangal for 5 minutes. Add beef and saute until well browned. Add tomato paste, saute 1 minute. Add broth, salt and bay leaves. Cover and simmer for 1 hour. Add carrots and turnips. Simmer for 25 minutes. Remove from heat, add lime juice and serve over rice or noodles.
