Saute meat in oil until well browned. Add onions and carrots. Simmer for 10 minutes. Add tomatoes and tomato paste. Simmer for 5 minutes. Add broth, salt and pepper. Bring to a boil, cover and simmer for 30 minutes. Add potaotes and chickpeas, simmer for 15 minutes. Sprinkle with parsley and cilantro and serve.
